Background

The primary function of this organization is to collaborate with other relevant agencies in
achieving the safety in the society. This is majorly focused on the line of seeking to preserve the

Problem Description

Road traffic accidents and fatalities are among the major challenges facing the entire

road users including the driver, passengers and even the pedestrians in the current developing
states (Hammoudi, 2014). This has left some families in a desperate state of life with some
children being left as orphans while parents are being left with no spouses. The existing few
research reports are concerned with other issues such as engineering concerning road safety
while on this aspect of the study, the research material was limited.

The analysis aims at establishing the relevant factors that lead to the occurrence of road
traffic accidents among the car drivers in Abu Dhabi in the United Arab Emirates. This is

because there have been a relatively higher traffic travel fatality rates in the area. Deaths from
road setbacks have been ranked as the eleventh leading cause of life losses. From the experience
of the previous office under this department, there has been a remarkable increase in the number
of traffic rules violations in the region. According to the ministry of internal affairs statistical
reports, the number of individuals and registered cars in Dubai even higher than in the Abu
Dhabi, while the occurrence of road accidents is relatively greater in Abu Dhabi (Hammoudi,
Karani, and Littlewood, 2014). This implies that major strategies have to be put in place to
manage this problem to avoid or reduce losing more lives.

This problem has negatively affected the recession of the country since a lot of revenue
has been spent on dealing with the accidents. It has impacted both regionally and universally.
According to Sabbour, and Ibrahim, (2010), male drivers are the most victims of adopting risky
driving behaviors and hence more involved in car crashes than the females. Nationally, the
economy has been negatively affected by the contribution of these individuals is withdrawn once
they die. The government also has to put a hand in supporting the families of the deceased,
expenditure that had not been planned for in the budgeting process. The community living close
to the accident victims take the responsibility of taking care of the remaining family members
either by the provision of basic needs or comforting them. This is a burden and to some extent
wasting of time that would have been utilized elsewhere in development responsibility. As a
result, the researcher investigated in the manner in which road users carried themselves while on

Analysis of the Problem

The data gathering method utilized included the quantitative design in which
questionnaire survey was employed in gathering data. From the data obtained, it was reported
that around more than 80% of the road accidents were due to the human error. Drivers were
selected to aid in identifying some of the relevant factors that would contribute to these accidents
in Abu Dhabi. The design was adopted because it would give the researcher first-hand
information that is more reliable than relying on the secondary sources alone. The design would
also provide an excellent opportunity to administer the questionnaires in person. This allowed for
clarification on some of the areas that were not vivid to the respondents.

Sample Size

The power calculation was adopted in achieving to the sample size for the drivers in the
area of study. 60 questionnaires were issued, and 52 with 30 males and 22 females were
returned. This provided for the selection of a sample that representative of the entire population.

Data Collection

The data was collected via a field trip to the region which was done twice. The adequate
planning for the process of collection helped in minimizing errors during the gathering process
and the permission to conduct the research was granted by the relevant heads. The questionnaire
was developed to assist in gathering information concerning the behaviors of the drivers and
their attitudes. One questionnaire was in the Arabic language while another was in English. This
was the case to take care of the respondents who may prefer the mother tongue to English. The
data collected was well organized and then coded into the computer and eventually analyzed
using the SPSS program. The results were displayed in the form of frequencies tables and
percentages to enable easier interpretation of the results.

Results and Discussion

Out of the total 52 drivers indulged in the research, 57.7 were male while females were

From the data gathered, more than 50% of the respondents were not Emiratis, and thus,
this is a very critical factor to put into consideration while strategizing for the road safety
management. It is of concern to investigate on the attitude of such individuals and value about
the traffic safety with Emiratis (Table 5 ). As provided in Table 3, the majority of the road users
especially drivers earn less than 10000 per month and per the rest of the tables, more than half
are married people, aged more than 35 years and with at least education of up to high school. On
analyzing the data, it was found that there is a significant relationship between gender and being
involved in an accident, unlike education which exhibited no statistical significance relation with
the occurrence of accidents.

Resolution of the Problem

Based on the results, the research provided suggestions to achieve the various methods
that can be adopted in getting an enduring elucidation to the problem. Through the examination
of the options, a decision should be arrived at and enforced. The following are some of the
available options towards addressing the issue.

Using a seat belt

According to the European Commission, the number of injuries and fatalities might be
debilitated by a half if all the cars were enforced to have these crash protection attires. Failure to
put on such belt is exposing oneself to the risk driving manner, and this is responsible for many
of the fatalities than any other driving behavior. Thus, a safety belt can prevent one from the
injuries and the occurrence of these events by almost 50% (McEvoy, Stevenson, and Woodward,
2006).

Law enforcement to reduce the occurrence of the deaths

Using a mobile phone while driving

Utilization of these talking devices has the potential of slowing the ability to brake by
almost 20%. This behavior is most common among the young people (McEvoy, Stevenson, and
Woodward, 2006). From the investigation done in this study, the drivers who admitted being
using mobiles while driving were 21% male and 22% females. This is very much prohibited in

other drivers very fast. The anger led to the lack of concentration on the road and thus easily
causing an accident. Organizing workshops to train people on how to manage their moods and
control their temper can resolve this issue.

Unsafe driving behavior

Amongst the unsafe driving, modes are the problem of speeding by the drivers. A
significant percentage of 47% male and 65% female acknowledged that it was violating the set
speeding standard speeding. This was found to be one of the most driving misbehaviors
committed by the majority of the drivers. To curb this, the research report by the Institute of
Safety on speed controls such as using radar cars could be more useful (Strayer, Drews, and
Crouch, 2006).In addition to this, installation of speed governors in all the vehicles would
provide an enduring solution to the issue of speeding.

Public Sensitization

Creation of awareness among the public of their rights concerning road utilization can
encourage all to participate in the process of reducing road accidents. It may not be that

monetary resources on the printing of stickers, poster, banners and also sending of personnel to
directly address groups of people.

Implementation and Communication of the Solution

The principal consideration should be on the creation of information packs on the road
accidents and security for the new emergencies in the country. Education on the traffic safety

courtesy by 3% in every year to come.

Strategic Development of the Action Plan

To adequately implement the solution, it requires formation of planning group composed
of the individuals from the society affected by the issue and all the other stakeholders who can
contribute towards the implementation process. These mostly would be the key influentials of the
initiative and the individuals most affected by the challenge at hand. The process would kick off

by the description of the planning group, vision, and mission regarding how they would like
things to be at the convenient time.

The planning group also will have to develop well-defined objectives of the
implementation of the solution. The objectives should be reviewed frequently and be flexible to
adapt to the changes that may arise from time to time. Having developed all these, strategies on
how the implementation process would be carried on or in other words accomplished should be
established at this stage. The different strategies should clearly define the targets whether it will
be universal or not, approaches to be included and review of the policies and gathering of the
comments and observations concerning the efficiency and appropriateness to addressing the
issue.

The involvement of the community and all the stakeholders is an adequate methodology
for ensuring that everyone is conversant with the solution being implemented. This will ensure
that everybody accepts and plays a role in the implementation process. In other words, this is a
necessary mechanism of borrowing support from the public in the implementation process of the
solutions.

better living.

Monitoring and Evaluation

Active monitoring, review, and evaluation are very crucial steps in accessing the success
of the implementation of a particular plan. Monitoring enables the planner to track the progress
in a systematic manner and at a given interval in the course of the implementation. Obtaining
advice from a reliable expert in the same field will contribute significantly to the adoption of a
credible methodology. This process informs the other processes of management such risk
management among others (Alana, 2016).

For this project, the monitoring and evaluation techniques will encompass utilization of
the project records, formal project surveys, interviews and direct observation (Australian
Government., 2013). This step will aid in the development of programs that are the long term in
tracking and hence result in the in the improvement of the project efficiency and accountability
(Community Tool Box., 2015). The main challenge that may arise concerning the monitoring
and evaluation is the shortage of money. This is because the procedure requires trained
workforce to ensure the success is achieved. The benefits accruing from the monitoring and
assessment step, outweigh the associated limitations.
