Introduction
Healthcare as one of the fundamental rights in all countries of the world and can be
identified as a basic need to all citizens and non citizens which governments of different nations
invest massively both public and private health sector so as to provide consistent health facilities
and services to their citizens. Major advancements in technology, especially in first world
nations have been in place to handle the rapid increase in different types of health conditions
while the developing countries follow, though complaints about quality of health services offered
in the public medical centers are on the rise, with more people seeking medical attention in
private health facilities worldwide. Private sectors are recognized to cost more thus less
economical yet the health services presented in public sectors for a considerable cost are
equivalent to those in the private segment. The purpose of this report is to compare healthcare
services and systems between public and private sectors in the UAE, France, UK and the USA
and give in details the relevant contributions made to the economy.
Methodology used in research
According to Taylor, Bogdan and DeVault, (2015, p.7) in this form of study, a qualitative
approach is more appropriate because it relates to the social setting in various communities and
the fact that descriptive reporting is required hence interviewing and sampling processes are used
in the research to evaluate healthcare services in different hospitals and states. To find out the
perceptions of people towards the healthcare services they receive and the outcome of such
services to their economies, people are interviewed, and sampling will ensure fairness in
findings, interpretations and conclusions made out of this research because samples picked will

PUBLIC AND PRIVATE HEALTHCARE 3
be a representation of the rest of the above mentioned sectors in the countries. In their study,
Gulliford and Morgan, (2013, p. 4), stated the significance of survey sampling in examining the
differences in countries as reduction of bias, improved reliability and gave better bases for
evaluating and comparing different findings by diverse researchers.

Data analysis and interpretation
How do these countries compare in terms of advancement in healthcare?

The USA boasts of better and more improved technology in every sector, including the
health sector in both the private and public facilities, where healthcare technology has been
characterized by innovations from 2014-2016 facilitating observation of the health status of
adults and children. The UK is following the procedure of adopting models that will promote the
technology in the health department hence the process is under-way with expansion in
technology being provided in the private and public sector in the same level though there are
difficulties arising in attaining these improvements. Growth of the health sector in the UAE has

PUBLIC AND PRIVATE HEALTHCARE 4
been increased continuously in the recent past facilitating follow-up of medical records and
reducing the number of processes that waste a lot of time, improving the means by which
patients are able to weigh the services provided and give their suggestions on improving the
healthcare sector. Technology in France as compared to UK, UAE and USA is said to be lagging
behind though in the private sector improvements are occurring even as France is found to
provide better skills and technology for managing chronic medical conditions than the ones made
available in the other nations. The recent improvement in the health quality has been owed to the
technological improvement especially in the UAE, Almulhim and Househ (2012, p. 376).
How do these countries compare in relation to availability of medicine and equipment?
RATE OF AVAILABILITY AND AFFORDABILITY OF MEDICINE AND AMBULANCES

Emergencies that require medical care are well handled in the USA owing to the
existence of ambulances, for example, air ambulances to ship patients from homes and different

PUBLIC AND PRIVATE HEALTHCARE 5
hospitals for medical consideration comparing with the private ambulances also available for
UK, France and UAE, operating internationally to provide services to a wide range of patients.
Medicine is affordable and conveniently available for patients suffering from various diseases in
these states with better provision identified in USA. According to Andersen, Rice and Kominski,
(2011, p. 12), the cost of medicine in USA is high yet the number of people who can afford it are
limited making it highly unaffordable than in other countries. The difference in prices and
availability of medicine also depends on whether the patient is in a private or a public hospital,
whereby the public hospitals offer medicine at lower prices than in private hospitals.

How do these countries compare in relation to health policy?

the USA are well financed through a governments’ insurance which ensure complimentary

health services to all citizens and USA developed an act that will protect patients from being
exploited by private sector service providers in their efforts to make huge profits, (Andersen,
Rice, and Kominski, 2011, p. 12). The four above mentioned nations have set targets to improve
life expectancy rates so that the age at which people will be dying will be elevated, depending on
the nation’s policy. Expenses incurred upon receiving services of treatment such as cancer
screening processes are higher than in the UAE, USA and France, the French government
spending a lesser amount of money in the provision of healthcare as compared to the USA, the
UK spending less than France, with the UAE spending more than the above countries (Jabbour,
and Yamout, (2012, p.26) . Service delivery in the UAE is under two authorities unlike in the
USA, France and UK which are governed by their governments. Performance of the general
practitioners in ensuring that patients are safe is monitored strictly by governments in these
nations, the UAE having the same measures as the European health standards.

France and UAE are found to be the best providers of health services to patients owing to
the favorable health policy that provides insurance coverage to cater for all health services to be

PUBLIC AND PRIVATE HEALTHCARE 7
offered. The elderly both in the UAE and European countries (France and UK) as discovered by
Gainotti, and Petrini, (2012, p. 224) are better catered for as compared to the USA. Jabbour, and
Yamout, (2012, p. 7), proposed that the importance of both physical and mental health has a
clear historical background among Arab countries. However, the value of services provided can
be said to be equal based on a number of factors, for example technological requirements such as
machines required in treating cancer, availability of medicine and qualified physicians in the
hospitals. In terms of affordability, healthcare services may be said to be relatively expensive in
the UK and the USA as compared to both the UAE and France. Research carried out by Simonet,
(2013, p. 19), revealed that health services provision in UK was delayed, and access of
physicians was a lengthy process.

How does healthcare contribute to the economy of these countries?
Collectively, the economies of these four countries are protected from the risk of
suffering huge losses in the event of outbreaks of diseases since the governments have already
put in place mechanisms to counter such losses. Investing in insurance coverage of citizens in a
country makes it possible to venture in other areas if the amount of funds accumulated is not
used for the purpose of offering health services. Private hospitals are used by the government to
get revenue which can be used to improve infrastructure or promote other sectors such as
security. According to Simonet, (2013, p. 13) the amount of money invested in health sector, is
used to pay doctors thus improving the cost of living in the UK. Medical practitioners contribute
to the economic growth through taxes that are later used to promote various sectors including the
health segment, for example in America. Employment offered by health department is
responsible for the reduction in poverty levels in all countries. Investing in healthcare leads to
promotion of other types of businesses, for example the manufacturers of the medicine and the

PUBLIC AND PRIVATE HEALTHCARE 8
builders of the equipment used in the various hospitals. According to Gainotti, & Petrini, (2012,
p. 225), the funds set aside to cater for medical expenses are responsible for the improved
standards of living as they can still be used by the families before they are needed.
Conclusion
Healthcare provision is taken as an essential duty to both the private and public sectors
with more intensity lying towards the government which is required to give basic services. The
private sector takes part in providing services, but mainly to make profits and contribute to the
success of the economy globally. The value of healthcare varies from one country to another
despite the fact that the goals of the World Health Organization are the same for all countries and
should be met. In the USA, UAE, UK, and France, availability of medicine, ambulances and
other technological equipment may be termed to be equal though slight differences are evident.
Health policies are found to be different in terms of sources, types and values of funds set up to
cater for medical bills in different nations.
